Artic Tern Foot Pegs

The Pygmy manual directs drilling two holes in each side of the boat to accommodate two bolted-in, plastic foot peg rails. I don't want to drill four large holes in my boat and am looking for ideas to mount the rails without bolts.

I could probably glue wood blocks in place and mount the foot pegs directly to the blocks but I would prefer using the rails and am looking for an alternative way to mount them.

Can the plastic rails be epoxied in place and will the epoxy reliably hold them in place?
