I agree with Lee. Split the difference, any fairing should be done with resin. Varnish won't work for fairing. It just helps to make the lumps show more. Unless there very small lumps and can be sanded down as you varnish, take care of them first. I would not be so concerned about high spots but you definitely need to fill the low spots.
