I got out one of my Christamas presents, The Dory Book by John Gardner. It looks like there are a couple of plans that might be suitable. The dory designs are good because simple to set up and build. For the purposes of this contest durability is not a problem, so lower quality and second hand materials could be used to keep the costs down. I'd look at getting a long waterline and fill it with lots of rowers.
