Drain plugs are above the water line. On some skin boats a ubillical cord type of thing is made on the stern end and twisted over and tied. It's un tied to use it and the boat is picked up on end to drain it. It's more necessary on skin boats since the ribs capture water and can rot the skin. White water boats with flotation bags sometimes also use them since water gets trapped behind the float bags.
