Has a lot to do with how bonding takes place. Which has a lot to do with when you put the subsequent coats on.

When you put epoxy on raw wood, it soaks into the wood and forms a mechanical bond with the pores and cells of the wood fibers. The strength of this bond having a great deal to do with the ability of the epoxy to soak into the wood fibers. A smooth tight pored wood will not allow as strong a bond as a roughed up porous wood.

If you put a second layer of epoxy onto that before the first layer the strenght of this bond depends on how the two layers interact. If the first layer isn't cured, the second layer will chemically react, and you will have a very strong chemical bond. Subject to contamination (blush, etc) and inconsistencies in the curing of the first layer. If the first layer has fully cured, then the second layer will be a mechanical only bond. This means the surface must be cleaned and abraded to allow the second layer to mechanically bond to the first layer (think of it like dove tailing wood joints, or like velcro). The bond is very dependent on how good a job you do at preparing the surface everywhere. It's very easy to accidently leave weak bond areas.

I am not a big fan of the idea of sealing the wood up with epoxy (assuming that is what you're talking about) and letting it cure. The second coat and glass will have a mechanical only bond to that first layer of epoxy, and I don't like that. I prefer the notion of putting the epoxy over bare wood and glass, and then spending the hours required to baby sit the whole thing while wet and keep working more epoxy in and off as needed. That way the mechanical bond is to the pores and cells of the wood with no multiple layers of epoxy. I believe this to be a much stronger way to build. Particularly for a non-expert epoxy worker. But I am not saying that as an absolute statement. This is just my opinion and thinking on the subject.
