Water will find it's way in. Water always goes where you least want it. (I know this because I spent yesterday fixing the toilet that was leaking water into the condo below mine instead of glassing the hull of my Guillemot.) I would drill an oversized hole, fill it with epoxy, and after it has hardened, drill the final hole for the screw.
