See if acetone will dissolve the "bad" epoxy. If the epoxy that you used to saturate the glass, let it cure well and then saturate the surface and try to wipe off the white stuff.

If the epoxy used to saturate the glass can be dissolved with acetone, then wet the entire surface and "rip" the glass off, sand smooth and re-glass. It doesn't sound like all your deck work will be for naught.
