The best glue may be a personal preference, but after making 10 or more my preference is the yellow wood glue. I have used Titebond wood glue for all the laminations and epoxy for the seal coats and glassing if added. Wood glue works better, sands easily, is cost effective, non-toxic and can be bought at all home centers. Epoxy is just not good for laminating 20 pieces together for the paddle blade. Planing a blade into shape is real clean with wood glues and just about impossible with a hand plane when epoxy is used based on my experience. The strength from the epoxy is on the outside of the paddle and if strength is an issue then add glass. I have not had any of the paddles that I have made delaminate. I add glass and extra epoxy on the tips. Good luck. Brian.
