Nathan, please visit these sites for the best information I have found on the art of sharpening woodworking tools. I agree with Jerry's suggestion for fixing the oilstone, but these techniques may allow you to avoid that necessity.

I have had nice luck with the Stanley tools model (the number escapes me), also under $30.
