I used high build primer on a Tred Avon that I am still trying to get a good varnish coat on the deck of. I think it would take more than one coat of primer, and that epoxy would be easier. I've also noticed a difference in the deck where the epoxy was sanded to 220 vs. 120. My conclusion is, the smoother the epoxy the better.
