White stains in varnish finish.

Well Okay,

I relaxed on the epoxy sanding, redid the sand-throughs with epoxy and hand sanded the areas that had been recoated. I washed the deck with warm water and let it dry thorooughly. I tack-clothed the deck beifore applying the first coat of varnish. It has dried, and I have problems. WHen I look from one direction I can see something in the varnish (at least it looks like it is 'in' the varnish) that sort of looks white. If you are unlucky enough to live in the north where salt is used on the roads in winter, it looks like a salt stain. You can not see it at all from a particular any other angle.

What is it? Can it be fixed? (don't really want to know about it if it involves the operation of a sander for hours on end)
