I think this is the best place of all to mount the pump as well as the outlet. It keeps them out of the way under scrambling panic conditions. You'd hate to kick off the outlet from the inside! If the Guzzler has a flat flange sealing with neoprene or silicone sealant should be fairly straight forward.

Others can answer this but why not just do a test before mounting? Furthermore why not consider exiting the tube at a sharp angle so that you get a flattened oval outlet (rather than a 1 1/2" hole) that is no wider than one of the 3/4" strips. Another idea is to inset the hole and rubber mount a cedar strip flap so that you cannot see the exit but in use the flap bends out of the way. (Use firm rubber and you get another one way valve! - well, maybe.)

If it's a spring check valve you're prob ok but I don't know the pump.

The longer you run the hose the more potential damage it can get. Theoretically, you should be able to place the exit even in the hull although someone earlier pointed out that the outlet could get damaged and cause problems when you scaaaape over that barnacle covered reef. I think it therefore would be most prudent to keep it above the waterline

I'm not too sure about this but what about just glassing both sides of your minicell bulkhead(I'm assuming compatibility), after running the inlet into it. Or flank it with 1/8" or 1/4" ply both sides - at least it would be stiff.
