Humidity in the basement can cause more problems with the epoxy than the wood. Amine blush is caused by a reaction of thw epoxy with humidity. If you use a "blush-free" epoxy, this should not be a problem.

A humid basement will make the wood more humid, but the effect should not be a problem. A dehumidifier would be a good thing for your house, slowing down rot and mildew, and it would make you house feel cooler in the summer, and the real reason, which you don't tell your wife; it would eliminate any concerns you have about the effect on your boat.
