Assuming you have a roof rack that locks to your car, and your boat is locked to the rack, (and that your padeye can't come out) then that's probably as secure as you can get on top of the car. You can add redundant features like additional cables/locks, but to get any more secure, you'd have to get an enclosed trailer or just stay home. You've got a system that in as much as is possible, will keep the "honest people honest".

If a professional thief really wants your boat, they can slim jim into your car, hotwire it, and then drive away. (why would they want to be seen cutting your cable when they can do it in the warmth and comfort of their chop shop!)
