Hi Mike,
I'd say S. Cal would be your best bet. I've heard Mexico has gotten very expensive lately. You need to buy insurance against your driving down there and leaving your car! I've heard that can cost up to $800 and you have to buy it at the border.
The San Diego area has a lot of paddling opportunities--Southwest Kayaks does lots of trips that they'll give you a discount on if you own your own boat.
By the way, I plan to head out your way in August for the 2nd annual rendezvous--maybe a bunch of us could get together before or after to do a 2- or 3- day paddle (or longer?) in the San Juans or Gulf Islands.
