I live in Missoula, Montana, and I'd highly recommend Flathead lake. Of course, it's about 80 miles away, but close enough to an hour's drive that it makes a good day trip. Flathead is the largest _natural_ freshwater lake West of the Mississippi. It covers 200 square miles, so the paddling opportunities are endless. I'm quite a ways from the ocean, so it gives me the best taste of "sea" kayaking I can get in Western Montana. There are big, sheltered bays, native islands (a couple are uninhabited bird sanctuaries) and plenty of open water, wind, and waves.
Toward the north end of the lake (about a 2-hour drive from Missoula) the waves rolling across the lake break across the beach at 5-6' heights!
Paddling out toward the middle of the lake on a calm day, the cabins on the shore are so distant, you can ignore their presence, and just look out at the waves, the gulls, and the Flathead Range, right on the East shore.
I only paddled there about 4 times last summer, but I'll definitely go for more this summer.
