Hi Larry,
I don't think there is such a thing as a deck bag that must keep things dry. A regular small dry bag is probably what you want if you can't get anything wet.
If you don't mind it not being water tight but does do a good job of keeping spray/rain/paddle drips out, try Cascade Designs deck bag. It's a little too expensive at about $65 but can be opened/closed with one hand - Stiff enough for the mouth to stay open and has a flap over the zipper that does a good job of preventing paddle drips from running in. It has a shoulder carrying strap and a elastic cord on top to hold your map case. It also has these strange "lips" that you can close over the zipper to do an even better job at keeping water out, but I find it too much of a hassle to close properly.
