You can try these guys, they operate just to the north of Sydney. I can't say If they are good or not cause I've never been out with them:http://www.kayaktours.com/home.html
Or you can try http://www.pi.se/hotel/orbit/public_html/nsw-cano.html , for a tour around Sydney harbour, I've never been out with these guys either.
Sorry I can't help you out with Brisbane, thats a little out of my Area.
