I think that eventually we will be regulated. Because of the fact that a large percentage of society chooses to go through life with their brain turned off. I don't think, so you should pay me?!
It is this mentality that makes McDonalds pay a woman $10,000,000.00 because she spilled hot coffee on herself. The judge should have fined her for being an embarassment to coffee drinkers everywhere!
If I am out on the ocean and get myself into trouble, it is my responsibility to get out of it. No debate. If I choose to call in Search and Rescue, I should be willing to pay. No debate. If I don't like it I should stay at home! And what happens if I call S&R and one of their members gets hurt or killed saving me from a situation that is my fault? Shouldn't I have a debt to pay to their family? Apparently not, but they can't refuse to perform their "duty" or I can sue them!! It is easier for people to take a cell phone into the woods so they can call S&R when they get into trouble than it is to prepare properly for the trip!
As for signing waivers, apparently in British Columbia, Canada where I live, they are not worth the paper they are written on. I can't sign away my rights, but I can sure sidestep my responsibility!
My answere is this. Take responsibility for yourself. That is how we stop regulations.
