Amazingly, touring Manhattan may be the ONLY safe way to go about touring the apple. Still tho, I'd not even think about touring the whole island. The CircleLine Cruise has a decent route. You depart from the west side near the aircraft carrier, go south of the Trade Center towers , then head up North on the East side, I believe up to the United Nations. Much farther than that and Im afraid I picture something out of Joshua Slocums "Sailing Around the World in which he was repeatedley attacked by savages as he rounded Cape Horn.

Im an avid cyclist but I annually refuse the 40 mile bike tour thru the 5 burroughs strictly because of the crime risk. An example of the rampant crime and Rabid tempermant encountered is my visit to the Bronx Zoo last Wednesday. My wife and I and countless others beheld a "woman" beat bloody a 70 yr old man and his 30+ daughter.

Again, Kayaking may be the only true safe way to tour NY. Just stay away from shore and watch your bounderies.
