: thats another discussion.Forcing anyone to do anything will never work. I'm all for population control, but I'm morally against the way China does it. "Force", of course is a relative term, but we can certainly make adding additional children unpleasant at best. If a couple is on welfare, they receive zip-zilch-nada for additional kids. Simple.
If someone with a wife and 5 kids is already holding a job, and loses said job, then I think that we as a culture should give them assistance to get back on their feet. However, we should not make it desirable for them to remain on welfare, and we should make it extremely undesirable for them to even consider procreating #6.
The government could, however, also offer tax cuts to men who get "snipped" before they have 2 kids....
I can see college guys lined up around the block to get snipped for beer money! New pickup line: "Hey baby, I just got my Snippage Check, and I'm shooting blanks. Can I buy you a beer?"

Anyway, telling someone what they can't do will never work...letting them do whatever they want, but giving them benefits for doing what you want them to do might.
