the weather on the gulf coast is..
75 thunderstorms a year, at times with winds at 50 mph..
15 minutes from clear blue sky to black one...weather alerts
often untimely..too late..wrong

during coast guard service at dauphin isle alabama i recall
a day when we had 37 maydays within a few minutes, knock down wind not uncommon.

from the time that we get a call we are required to be underway within 15 minutes...it used to be get underway within 5 or less...the 15 minutes allowed me as a coxswain to get a position fix, understand the circumstances, breif the crew in a more relaxed atmosphere before launching at 3am in a bad storm with sometimes zero visibility.

There is no deviation from the 15 minutes max for a SAR case ever. In a bad SAR case(people in the water)5 minutes or less is normal still.

..2 9th graders in a canoe in any kind of open sea sounds like a mistake.
