There is one telling phrase;

During the trip, the choppiness of the water and the inexperience of the kayakers

Thats all I needed to read. What were new kayakers doing in choppy water? This makes me angry. What the HELL were they doing in choppy water? What were they doing on open conditions? Who took them out there?

They had no business being in those conditions, period. VHF, close to land trips, no open waters until well trained.

This was preventable.
