Right of way

In most situations (ie - kayaker not in any distress) the kayak, being far more maneuverable and able to almost instantly stop (in a boat length or less), hold position, or reverse, (and if the paddler has any sense is not lingering in traffic lanes any longer than needed anyway) should give way to larger and less maneuverable motor vessels.
If in line with regs or not, this is really just common sense. People who expect any other vessel to give way to their kayak are playing a fool's game.
Law of gross tonnage applies, even on a small scale. The exception being vessels under sail and towing situations - but in kayaks the other boats aren't likely to be able to tell if you're towing. Again, these situations are somewhat obvious/logical given the maneuvering constraints.
I think some read the rules for sail boats and wrongly assume that they apply to all non-motorized craft.
