I have noticed a similar problem with some laser printer output in a chart case. I have heard of people sealing photostats with a spray waterproofing that eliminates the problem but I have not tried this myself. Let me know if you find something that works.

: As part of my home office, I have a copier that will handle 11x17 originals
: and reduce or enlarge. I use this to make customized maps or charts for
: land and sea explorations. However, when I put photocopied charts into two
: new chart cases, the new plastic of these particular models reacted with
: the toner and reproduced the chart image on the inside of the case. So
: far, no solvent has loosened the residue. Most annoying, since I don't
: always paddle in the same place. Otherwise, the method has worked well.
: The problem only occurred with these brand-new cases.
