When you install extra fittings for the lines, design them to allow the lines to sit ~1/2" above the deck when they're taught. Install them and pull them good and snug. This makes it very easy to get hold of a line with gloves on, but eliminates that slack related problem that you had.
Personally, I think leaving perimeter lines loose to makes them harder to grab than if they're taught and elevated in this manner. You don't have to try to pick up the line with your fingers, you just rake your hand(s) across the deck and snag the line(s), much in the manner that the tailhook on an aircraft snags the arresting cable on an aircraft carrier. Simple, fast and easy.
