After paddling around VA Beach at night, I figured out that keeping a glow stick on your vest is good, but not good enough. I got into the habit of attaching a short piece of string to the stick as well. If a boat starts getting too close for comfort, you simply grab the string, which pulls the stick off your vest. You can then swing it around in a circle. It may be easy to ignore or not see stationary lights, but not seeing a moving one is unlikely.
