Don, I don't think glow sticks would present a problem, especially in a surf zone. They glow, but do not emit a lot of light, and as such are handy for chart reading etc., but I doubt they would be a concern. Reflective tape/material on your life vest is a good thing. Chapmans is an excellent book, but for kayakers a far cheaper and better source for the Rules is the U.S. Department of Interior United States Coast Guard Navigation Rules International-Inland. It is a great little book that obviously is totally complete and suprisingly it's easy to follow.
As I've thought about these questions, and my own responses, it occurs to me that most boaters at night are watching carefully, and will see a white light shone as they near an oar powered craft. Those that won't aren't likely to see anything! Personnaly I would not paddle at night in heavily congested urban waters. It's not smart in my estimation. In remote areas this almost becomes a non issue, but you still must carry a light. Tom's appraoch is smart.
