If I understand this right, it's a standard masthead tricolor light on a small sailboat. When under power, the sailboat turns on it's white forward running light, so that you would see the red or green running light with a white light below it. But in a kayak no forward white light is required.
I find it hard to believe nobody offers a masthead tricolor that is post mounted. Do I recall seeing a battery powered one advertised in Sea Kayaker?

: proper lookout.: Side note: Friend was paddling home a few weeks ago in the dark in Guemes
: Channel between Anacortes Wa. and Guemes Is. He was approached on the
: water by the Coast Guard and asked if he had a white light or torch. He
: did not, so they nicely informed him of the requirement and gave him a
: free ride across!: These Rules can be confusing! But it is our duty as Mariners to do our best
: to understand them and comply with them. The Coast Guard is a call away,
: and they are friendly. I am not an expert here, just willing to help. Take
