Sounds like you and I share an interest in this stuff! Perhaps we can be a resource for folks with rules questions. My guess is that there will be a line of demarcation at the entrance to the Great Lakes. All my Coast Guard tests involved East Coast Charts such as Chesapeake Bay, Block Island etc. They all had such lines on them. Sometime tell me more about the three mile deal in other parts of the world, as surrounding US and Canada waters this is not the case. I would however not argue with someone who's been around the world with the Navy! I know that Europe has a different bouyage system. George Gronseth is addressing the need for kayakers to understand the rules to the extent practical, and I've helped him with questions. I proof read his draft and it looked great. Perhaps he'd be willing to share this at some point, as it offers kayakers a condensed and practical approach. Where I'm at the most scary thing is dense fog. Kayakers head out across shipping lanes (traffic seperation schemes) with no idea about the danger. I can not see them on my radar, and if it's choppy neither can the super expensive ship radars!!
