The issue for me is not so much the makers of
: Kayaks but the sales people of low cost roto-molded Kayaks.

I think you're right and its not just the sales people ( not in all cases of course) but some kayaks themselves which are sold without positive flotation at BOTH ends. Its more profitable to sell float bags as an extra, and its more profitable to spin out lots of boats without bulkheads or any form of flotation at all as a standard feature. Here come the regs, and it would not be a bad thing in this situation.
