Hi Les, I couldn't find anything about restrictions on use of strobe lights in the Coast Guard link provided by Miche. BUT in my understanding a strobe light is an emergency signal I find that red LED lights that divers use are good locating running lights for fellow paddlers without blinding each other. There is an excellent 2 AA cell running light with 360lens for less than $10, if you pin it behind your shoulder it won't be in your eyes and you can put a flashlight shining forward on the deck for forward visibility. I don't know if two lights is against any regulations but it addresses not being blinded by my own light as well as eliminating shading by my torso.
I've seen instructors use strobes as running lights and have mentioned the problem but they too didn't have a light they liked, bad excuse in my opinion.
