I'll have to doublecheck my Coast Guard Rules booklet, but my memory tells me that NO, you should not use a flashing light, rather an all around white light on oared/paddle craft. A strobe is an emergency signal. So unless I'm wrong, and I don't think so, technically speaking a strobe should not be used. USCG will pull over kayakers paddling at night who do not display an all around white light in time to warn approaching vessels. A flashlight that can be easily seen will suffice. As for Canadian Coast Guard being OK with a strobe my guess is that they chose not to get overly technical, especially as the paddlers were making an attempt to be seen. US and Canadian waters are governed by international Colregs (Rules)outside of lines of demarcation. As for Inland vs International, all of the inner waters of Puget Sound, San Juans, and Inside Passage are International waters not Inland! There are no lines of demarcation in the Straits. I'll double check the light deal and report back, but though I certainly have not retained all the nooks and crannies of the colregs I am a licensed USCG Master. Bottom line is that kayakers are reguired to carry an all round white light (non-flashing) that is readily available to signal other oncoming vessels. I would NOT paddle around with a srobe light flashing away, or you'll have knowledgeable power boaters coming to assist you!!
