: make a 360° white light that can be attached to a hat or helmet?Strobelights are to be used as a distress beacon ONLY on inland waters but may be used as a location indicator light in international waters.
The demarcation lines between inland and international waters are not easy to identify. Coastal Bays in Alaska are International waters while in Washington many are inland waters.
Strobe lights make it hard to get an exact fix on an object at night. If you use it as an emergency beacon, turn it off when searchers get close and guide them in with a regular light.
So the answer is yes and no!!
