Decent marine bilge pumps are designed to lift water at least 4-5 feet. The short distance between the cockpit floor and deck of a kayak is no problem. Many of them have no check-valve to prevent water entry, so putting one close to the waterline is a good way to get water coming into your boat through the outlet. Put the outlet on the deck. If you don't want to drill a hole in the deck, you can also stick about 3' of hose on the pump and just hang the end out of the cockpit when the pump is working. You may even be able to route the hose out the chimney of your spray skirt.
