If you exhaust just above the waterline then as waves pass up and down they will also rush in your exhaust tube/pipe and out again causing pressure shocks - negative and positive - far greater than the pump's rated pressure.
One can only guess what the result would be: my money would be on burning the pump's electric windings!
I would thus put the exhaust high and dry, and facing the rear of the boat.
