Pool practice can be very valuable. The water is clear and warm, you can have someone standing by to rescue you after failed attempts. Use a mask, nose clip, ear plugs and whatever else you need. Work on overcoming the obstacles to being underwater and rolling back up. Then gradually give up the crutches. In SW Connecticut, the Appalachian Mountain Club sponsors 8 2-hour pool sessions at the Wilton YMCA every winter. People come from New York and New Jersey to participate.
