...I think Necky boats are better quality. Perception hulls are very flexible, necessitating stiffening measures such as grooves (no, they're really not for tracking) and keelsons, the metal tube screwed down the center of the keel inside the hull in some models. A well designed plastic hull shouldn't need these.
If you do go with a Necky boat, make sure that you get it with hatches and bulkheads from the factory, as Necky will not sell these parts for aftermarket installation. Also, the "baloney slicer" skeg system on the Looksha Sport is a pain in the ass, though it does work if you can keep it straight and functional.
As others have said, test paddle as many boats as possible. Don't limit yourself by buying a "beginner's" boat. Get one of the higher performance sea touring models. If you don't you'll be out looking for your second boat in a matter of months, if not sooner.
One last suggestion: since you're getting the boat at a good price, consider buying a fiberglass boat, if you can swing the difference in cost. Chances are you will ultimately buy one anyway, so you can save yourself some money by doing it up front. In the Necky line, the Looksha IV DS looks really nice (I'm not a fan of rudders).
