If you are kayaking on the ocean a VHF should be standard equipment on your kayak. It is the best way to get help or the attention of other vessels. Most also have weather channels. They also have a scanning feature so you can talk with other paddlers on 68 or 69 yet if there is traffic on channel 16 you will hear that. All vessels are required to monitor channel 16. I don't know if that really applies to kayaks but common sense says you should. As a previous post said; waterproof is only splashproof. I learned this lesson the hard way. I use a Garmin 725 which is submersible to 1 meter for 30 minutes. To make things even more confusing this is the same standard the Garmin GPS 12 is made to except they didn't include the battery compartment in that standard. Waterproofing standards vary between companies and it is best to call them if you don't understand.
