I agree with Brian,

Although the latex seal offers some challenges regarding fitting, those challenges can be overcome and nothing, I repeat nothing seals better than Latex.

I have an 18" circumfrence neck, my Kokotat XL drysuit neck with it's 10" circumfrence gasket absolutely choked me until I let is stretch for a week around a 6" ID plastic sewer pipe. But now it's as snug as a too-tight turtleneck and does a great job of letting me breath while keeping all of the water out. Thousands of people have faced the same problem. You just have to relax and be systematic about the solution.

I'f your local I'd be happy to lend the stretching forms to you.
