I've used an Apelco 520, a 5W handheld subemersible, for over a year. It's now called Raytheon 102. I carry it in my PFD mesh pocket exposed to sea water and sand. I'm out at least 1-2X/week and make sure I spend some time upside down each trip. I rinse it off with the hose on return and throw it in the recharger. It performs flawlessly. There are VHF channels open to boaters comms of the type ypu have in mind.
