I'm wrestling with the same question. One situation where a dry-top would seem to have an advantage would be for rolling practice in moderate water temps. You presumably wouldn't get as hot as with a full suit (and easier to get into) but would stay drier than in a paddling jacket. It's just speculation though, I haven't tried it. Has anyone used the Kokotat Eco-Tour top? It doesn't have a latex neck gasket, would it be adequate protection for cold water imersion?
