I own a Necky Arluk III and have had only one minor problem with the hatches although under the proper conditions it may have been catastrophic.
I was on a lake when a brief but sever squall hit. The waves got to around 3.5 - 4 feet in the span of 30 minutes or so. I paddled through this and arrived at my take-out just as it ended. When I was ready to unload I noticed that my front hatch covers (the hard fiberglass cover) had partially slid back under the straps, exposing the neoprene sealing cover underneath.
I don't think the problem was that much of a concern in these particular conditions but under more severe circumstances the cover could be dislodged, the neoprene seal would not stand up to the force of the water and would be dislodged also, causing the hatch to fill with water.
My solution to this problem or possibility of a problem was to extend the lip on the fiberglas hatch cover so it grabs the rim better.
You could put a couple of padeyes on the hatch cover so that the straps pass through them. This would stop the cover from moving but would make removing them to load and unload more difficult.
