I agree that the motor is the most important part of how fast you go, but scratches do make you work harder. Luckily you rarely get enough scratches to really cause that much drag. Most of the drag on a boat is due to surface friction. The worst case assumes the whole bottom of your boat is uniformly badly scratched. Usually there are just a few spots which accumulate most of the scratches. I should note that studies show that you would not notice a 10% increase in drag without some sort of measuring device especially if it happened over time.
