I'm puzzled by this one. I thought that random texture would just create turbulence and that intentional texturizing always had a pattern. I thought this patterned texture actually prevented the flowing water from seperating from the hull and increased laminar flow. I'm no expert. I think either way the effect would be minimal at the speeds we are talking about. Maybe an expert out there can clear this one up.
