David, I don't see you and Tim at odds here, he was describing fairly benign conditions for that group "warm, calm". Now 55degree water is a different element that you added to the mix. Certainly 70 degree air, 50 degree water and rescue distances that put the person in the water for more than a minute are not worth allowing. The other scenario he describes is one or two more paddlers of similar skill for 4mph. Two or three similarly matched paddlers of the sort that paddle regularly wouldn't have much dificulty with 4mph which I think of as a brisk paddling cadence.
I do agree with you that managing a group of beginning paddlers that 2.5 mph is a realistic average. With the 5 person groups that constitute my classes all it takes is one person that can't manage steering without a rudder in 1ft waves and 10mph breeze for the average to drop to 1mph or -2.5mph (return to the cove).
