Hi John,
You should try posting that question on the Kayak Building BBS--there will be more folks there who will read your post and give you an informed response. A lot of the same people post here on the Techniques BBS, but the focus of the discussion is more toward paddling and skills.
I don't know of anyone who has used contact cement for gluing strips, but that's not to say it wouldn't work. It wouldn't allow for any re-positioning, which would be a minus. I'm also not sure how well it sands.
