Skip, My favorite time to paddle in the San Juans, Wa. State, is in the winter. Though this area can be hazardous to the ill prepared, it's also easy to be safe with some planning. There are a number of B&B"s and lodges that would accomodate such a trip. Also the outer islands are gorgeous in winter with few or no people, so if you wanted to camp a night or two you could. A search on the San Juan Islands, or B.C's Gulf Islands will bring up all sorts of options. The climate is quite mild and the area is in the Olympic rain shadow, so it's not too wet either!
