Learn to scull (tread water using the paddle). If you get to the surface and get a few breaths then you can lean back and roll the rest of the way. Breaking the roll into three phases 1) capsizing 2) sculling to the surface 3) rolling up from a sculling position, allows you to begin at any of the phases and continue until you are upright again.
Most failed rolls result in a bail out because you run out of air. Sculling alleviates that problem. The trick is to create that resting place in the middle of the roll so that the roll is not an "all or nothing" endeavour.
