I think you're right to be conservative in your evaluation of Environment Canada's forecasts. My town now gets its own forecast, but the current conditions in the forecast are from another town which typically gets different weather. And a village I visit in the Yukon has 'current conditions' from a town 200 km away. Once you're away from main centres, getting accurate weather forecasts becomes an issue. Even my VHF radio sometimes delivers local weather forecasts and sometimes picks up the weather channel in Rochester. Sometimes it doesn't pick up anything, which is a whole other story.
By the way, you've made some assumptions in you PS that weren't correct. While I agree that 30 km/hr is a lot of wind for a novice to handle (and even higher than I would recommend) I've been out in 50+ km/hr winds, so 30 km/hr wasn't quite my personal limit. And as a certified instructor, I like to think I've outgrown the novice label.
